Kentucky Horse Racing Commission Announces Wagering Catalog

The Kentucky Horse Racing Commission and its Sports Wagering Advisory Council announced its Wagering Catalog Thursday morning, and in it comes a comprehensive list of all sports available for betting — when Kentucky opens the doors on retail September 7, and online September 28.

Governor Andy Beshear revealed this during his Thursday “Team Kentucky” update.

In order to be considered for the catalogue, an event had to and must be sanctioned by a governing body, and additional sporting events can be requested by a licensee for future approval. Furthermore, a sport’s governing body can request specific events be limited, or excluded, from wagering.

Features in the catalog include the National Football League, Major League Baseball, the National Basketball Association, the Women’s National Basketball Association, and top NCAA sports like baseball, softball, basketball, football and hockey).

Wagers that will be offered involve: single game bets, teaser bets, parlays, over-unders, money lines, pools, in-game wagers, in-play bets, proposition bets and straight bets. Other wager types can and will be considered for approval through the KHRC.

Beshear said he’s going to make the first legal bet in the state’s history — 10 AM, September 7 at Churchill Downs in Louisville.

Among the temporary licenses granted for seven operators and nine service providers: Oak Grove Racing, Gaming & Hotel in Christian County.

This past Monday, Kentuckians could begin pre-registering accounts with approved mobile applications.

At 7 AM next Thursday, wagerers can begin depositing money into those pre-registered mobile accounts, with in-person betting activating three hours later.

Then, at 7 AM Thursday, September 28, mobile applications will activate.

Sports wagering is expected to increase the Commonwealth’s annual revenue line by $23 million, which will be used in the oversight of sports wagering and the Kentucky permanent pension fund.

Another 2.5% will be set aside to provide gambling assistance through the Cabinet for Health and Family Services.

Through House Bill 551, a 9.75% excise tax will be implemented on adjusted gross revenues generated with in-person betting, while a 14.25% excise tax will accrue on wagers placed online or through mobile devices.
