City Council To Consider ARPA Fund Expenditures

After action by the Committee of the Whole at a special called meeting Tuesday night, Hopkinsville City Council will consider municipal orders designating the use of American Rescue Plan Act (ARPA) fund expenditures, including over $2.2 million for a future fire station project.

Committee Chair Amy Craig said the Future Funding Committee forwarded the municipal orders to be discussed and approved to be forwarded to the City Council.

The committee voted to forward a municipal order reclaiming $56,492 of $110,000 in AARP funds that weren’t used to implement a COVID-19 vaccination incentive program. The money will be designated for additional uses as approved by the city council.

The committee also approved designating the following ARPA funds:

– Up to $15,000 of ARPA funds for repairs at Jeffers Bend Environmental Center;

– Up to $50,000 to purchase new greens and fairway mowers for Western Hill Golf Course;

– Up to $135,000 to be transferred to the General Fund to pay the bond payment for the Bruce Convention Center;

– And, up to $2,275,110 for the future fire station project that is currently in the planning stages.

In other new business, Community and Development Services Executive Director Tom Britton said they need approval from the city council to apply for a Department of Transportation Reconnecting Communities Grant that would improve transportation connectivity primarily in the downtown and Legacy neighborhoods, with a concentration in areas adjacent to rails and potentially Phase 4 of the Greenway. He added the grant is $200,000 with a $40,000 in-kind match.

In addition, the city council will consider a John Rivers Road Annexation that Britton explained would include over 600 acres of property associated with Commerce Park Phase 2.
