Cadiz Man Indicted for Sex Offender Registry Violations

The December session of the Trigg County grand jury has indicted a Cadiz man on charges he failed to legally register as a child sex offender.

43-year-old Andrew Joiner was indicted on charges of failure to comply with sex offender registration – first offense; second degree fleeing police; obstructing government operations, and charges of registered sex offender school restrictions and playground restrictions.

Joiner was arrested on Sept. 21 after an investigation determined that as a registered sex offender in Michigan, he left the state without permission and was living in Cadiz since July.

When police went to his parents’ home to investigate, Cadiz Police Chief Duncan Wiggins said Joiner got up from a chair on the porch, went inside the residence, and locked the door. After refusing to come out and speak with the police, Joiner eventually did.

Police said Joiner was living within 1,000 feet of the Trigg County Head Start building and playground located on Lincoln Avenue.
