Trigg School Board Concerned About Timing of Flooring Change Order Request

The Trigg County School Board wants more time to consider flooring options for the elementary school project after another change order request was presented to them by a contractor.

In a special called virtual meeting Wednesday, board members learned moisture level tests conducted on the flooring of the building ranged between 40 and 90-percent. CDI Flooring recommended to the board that a vapor bond be applied between the flooring and adhesive for the entire building at a cost of $326,958. The bond would keep moisture away from the adhesive. Work on the flooring was scheduled to begin next week.

Board Member Theresa Allen said the timing of the request seems suspect.

click to download audioAndrew Owens, an architect with Sherman Carter Barnhart in Paducah, said the board was facing two options. One was to apply the vapor bond at the added cost, although that will affect the timeline of the project. That carries a 15-year warranty but only if the product is applied to the entire floor. The school would be required to sign a waiver if they choose to treat a smaller area that would not be covered under the warranty.

Owens said he felt like the flooring company wanted the board to understand the full ramifications of not using the vapor bond.

click to download audioThe second option was to use an adhesive that works at up to 99-percent humidity levels that is already factored into the project cost. Matt Ladd said the flooring the school put down with an adhesive in the 2000 renovation project of turning the old cafeteria into the current kindergarten kingdom has shown no failure to this point. The project manager also questioned the use of the vapor bond.

None of the school board members nor Board Attorney Jack Lackey have seen the waiver the flooring company would have the board agree to. Board Chairman JoAlyce Harper said the board needs more time to consider options and see the waiver.

The board took no action at the meeting and want to learn more about the options and cost available to them.The $13.9 million project will create two floors of classrooms in the area that currently houses the elementary school gymnasium and build a new gym near Main Street that includes seating for 500 people. The renovation work also includes a radical redesign of classrooms and hallways on the upper floor of the building that was built in 1971.

Last week, the board approved a $68,345 change order for roofing work. The school has a contingency of $473,000 built into the project cost for any overages or changes. Approving the latest $326,000 change order request would leave them with less than $150,000 with more than 50-percent of the project to be completed.
