2017 Pension Reform Could Have Hurt The Commonwealth

Kentucky Governor Andy Beshear says the proposed 2017 pension reforms would have left the Commonwealth worse off.

Beshear released documents last week that were long-withheld by the Bevin administration. The analysis commissioned by the former administration shows the proposed reforms would have cost the state more and negatively affected the retirements of educators and public employees, compared to the existing, bipartisan reforms made in 2013.

The report adds the proposal would have pressured career employees to retire before they were ready because employees would no longer accrue benefits after they reached full retirement age.

As attorney general in 2018, Governor Beshear found the Bevin administration violated the Kentucky Open Records Act by withholding the analysis. Franklin Circuit Court Judge Phillip Shepard upheld the attorney general’s open records decision and ordered the records be released, but the administration sought and receive a stay from the Kentucky Court of Appeals.
